The past twenty years have seen great developments in the energy and industrial infrastructure in the Middle East and Mediterranean countries. This development has been accompanied by gradual change in the character of the Regional marketplace. Improved availability of local, technically trained personnel has enabled higher levels of local involvement in increasingly complex projects. The market has generally become more mature with lower growth levels, higher levels of technical awareness and well-established suppliers into most sectors. Simultaneously the market has become much more competitive.

International companies operating in the industrialized countries remain the prime sources of the technology necessary for the continued development of the Region's energy and industrial infrastructure. Many firms recognize the area's lucrative business potential, however relatively few exert appropriate efforts to successfully penetrate or to defend market position in the Region. Large companies are justifiably concerned over the substantial marketing and operating costs necessary for success. Smaller firms, although eager to export their products and services, generally do not possess the marketing network and resources to cover the territory. Many companies consider the assignment of expatriate personnel to the Region, however costs approach prohibitive levels which are difficult to justify in many cases.
